
As authorities finished removing bodies Monday from the bullet- and grenade-scarred Taj Mahal hotel, a Muslim graveyard refused to bury nine gunmen who terrorized this city over three days last week, leaving at least 172 people dead and wreaking havoc at some of its most famous landmarks.
The United States, meanwhile, has told Pakistan it needs to fully cooperate on investigations into the siege.
Pakistan must "follow the evidence wherever it leads," Secretary of State Condoleezza Rice said during a press conference aboard her plane en route to London. "I don't want to jump to any conclusions myself on this, but I do think that this is a time for complete, absolute, total transparency and cooperation and that's what we expect."
Rice said she was cutting short a European trip to visit India later this week.
In Mumbai, security forces declared the landmark 565-room Taj Mahal hotel cleared of booby traps and bodies. The hotel was the scene of the final battle Saturday morning.
"We were apprehensive about more bodies being found. But this is not likely — all rooms in the Taj have been opened and checked," said Maharashtra state government spokesman Bhushan Gagrani.
The army had already cleared other sites, including the five-star Oberoi hotel and the Mumbai headquarters of an ultra-Orthodox Jewish group. Israeli emergency workers sorted through the shattered glass and splintered furniture at the Jewish center Monday to gather the victims' body parts. At one point, one of the men opened a prayer book amid the rubble and stopped to pray.
The only gunman captured after the attacks said he belonged to Lashkar-e-Taiba, a Pakistani militant group with links to the disputed Himalayan region of Kashmir, said Joint Police Commissioner Rakesh Maria. Maria added that the gunman, Ajmal Qasab, said he was trained at a camp in Pakistan.
Pakistani President Asif Zardari's spokesman, Farhatullah Babar, dismissed the claim, saying Islamabad has "demanded evidence of the complicity of any Pakistani group" but has received none.
Qasab was among 10 who paralyzed the city in the attack, which also wounded 239 people.
A Muslim graveyard in Mumbai said Monday it would not bury the dead gunmen, with an official saying they are not true followers of the Islamic faith.
"People who committed this heinous crime cannot be called Muslim," said Hanif Nalkhande, a trustee of the influential Jama Masjid Trust, which runs the 7.5-acre (three-hectare) Badakabrastan graveyard in downtown Mumbai. "Islam does not permit this sort of barbaric crime."
While some Muslim scholars disagreed with the decision — saying Islam requires a proper burial for every Muslim — the city's other Muslim graveyards are likely to go along because of the authority of the Jama Masjid trust.
Mumbai returned to normal Monday to some degree, with parents dropping their children off at school and many shopkeepers opened their doors for the first time since the attacks began.
"I think this is the first Monday I am glad to be coming to work," said Donica Trivedi, 23, an employee of a public relations agency.
The attack revealed the weakness of India's security apparatus. India's top law enforcement official resigned Sunday, bowing to growing criticism that the attackers appeared better trained, better coordinated and better armed than police.
Maharashtra's top official, Vilasrao Deshmukh, offered to resign Monday, as did his deputy, R.R. Patil, who had sparked outrage by referring to the attacks as "small incidents."
The announcement blaming militant group Lashkar-e-Taiba threatened to escalate tensions between India and Pakistan. However, Indian officials have been cautious about accusing Pakistan's government of complicity.
Foreign Ministry spokesman Vishnu Prakash denied a news report that India was preparing to end a 2003 cease-fire with Pakistan. An intelligence official, speaking on customary condition of anonymity, said there was no unusual mobilization of troops along the India-Pakistan border.
Pakistan has warned that any buildup of troops on its border with India would require troops to be pulled from its western frontier, where it is fighting militants suspected of launching attacks throughout the country and on American troops in Afghanistan.
The group the Indians have blamed, Lashkar, has long seen as a creation of the Pakistani intelligence service to help fight India in disputed Kashmir. It was banned in Pakistan in 2002 under pressure from the U.S., a year after Washington and Britain listed it a terrorist group. It is since believed to have emerged under another name, Jamaat-ud-Dawa, though that group has denied links to the Mumbai attack.
As more details of the response to the attack emerged, a picture formed of woefully unprepared security forces.
"These guys could do it next week again in Mumbai and our responses would be exactly the same," said Ajai Sahni, head of the New Delhi-based Institute for Conflict Management and who has close ties to India's police and intelligence.
Prime Minister Manmohan Singh promised to strengthen maritime and air security and look into creating a new federal investigative agency.
Singh promised to expand the commando force and set up new bases for it around the country. He called a rare meeting of leaders from the country's main political parties, hours after the resignation of Home Minister Shivraj Patil.
The death toll of 172 was revised down from 195 Sunday after authorities said some bodies were counted twice.
Among the 19 foreigners killed were six Americans. The dead also included Germans, Canadians, Israelis and nationals from Britain, Italy, Mexico, Japan, China, Thailand, Australia, Singapore and Mexico.

Indian commandos were battling into early
MUMBAI (AFP) - Indian commandos were battling into early Saturday to end an assault on Mumbai by suspected Pakistan-based Islamic militants that has left up to 155 dead, among them foreign hostages.
Security forces were fighting it out inside the city's historic Taj Mahal hotel, where a tiny group of heavily armed gunmen where engaged in a fight to the death as the more than 52-hour-old battle entered its final stage.
Earlier, elite troops abseiled from helicopters and stormed a Mumbai Jewish centre and killed two gunmen -- only to find five dead Israeli hostages, including a US-based rabbi and his wife.
National Security Guard chief J.K. Dutt said the captives had been murdered by the gunmen during the commando assault.
The other five-star hotel that was attacked -- the Oberoi-Trident -- was declared clear of militants, with scores of trapped guests rescued and 24 bodies found.
"They were the kind of people with no remorse -- anybody and whomsoever came in front of them they fired," an Indian commando leader said of the young gunmen who slipped into India's economic capital on Wednesday evening.
We could have got those terrorists but for so many hotel guests," he said.
Indian media reports said up to 155 people were dead and 327 others wounded. TV channels described the carnage as "India's 9/11."
Around 18 foreigners were among the dead, including the Israelis, two Americans, two French nationals, a German, a Japanese, a Canadian, an Australian, a British Cypriot, an Italian and a Singaporean.
Nine militants were confirmed dead and one captured. Indian intelligence sources said the detained gunman had confessed to coming from Pakistan, and that the attackers had pre-positioned arms and explosives in one of the hotels.
A government minister said the overall toll could rise further as more corpses are recovered.
"Once the bodies are collected, the number of deaths might go up to 200," India's Minister of State for Home Affairs Sri Prakash Jaiswal told the Press Trust of India.
For the first time, the Indian government directly blamed arch-rival Pakistan for the militant attack.
"According to preliminary information, some elements in Pakistan are responsible ," Foreign Minister Pranab Mukherjee said.
A number of Indian officials suggested the militants were from the Pakistan-based Lashkar-e-Taiba -- notorious for a deadly assault on the Indian parliament in 2001 that almost pushed India and Pakistan to war.
Pakistani Prime Minister Yousuf Raza Gilani said his country had "nothing to do with the attacks in Mumbai," and Pakistan's foreign minister appealed to India not to get "sucked" into a blame game and put the arch-rivals on a dangerous path to confrontation.
Nuclear-armed India and Pakistan have already fought three wars since their independence from British rule in 1947.
Survivors have given terrifying accounts of the carnage in the hotels. Many said they hid in the dark for hours, barricaded in rooms or hiding under beds, inside wardrobes or bathrooms.
"I cannot believe what I have seen in the last 36 hours. I have seen dead bodies, blood everywhere and only heard gunshots," said Muneer Al Mahaj after he was rescued.
South African security guard Faisul Nagel was having dinner with colleagues at a restaurant in the Taj hotel when the assault began. They barricaded the restaurant and moved everyone into the kitchen.
"We basically put the lights off in the restaurant just to create an element of surprise. And we armed ourselves with kitchen knives and meat cleavers," he told AFP.
They ended up helping around 120 people escape -- including a 90-year-old woman who had to be carried in her chair down 25 flights of stairs.
Witnesses also said the attackers had specifically rounded up people with US and British passports.
Both the United States and Britain expressed condolences and offered to help investigate the assault on Mumbai, which has been hit by terror attacks before. Nearly 190 people were killed in train bombings in 2006.
"It is clear that we have got to help the Indian government deal with this terrorist incident and we have sent people from the Metropolitan Police to help," British Prime Minister Gordon Brown said.
India's newspapers laid much of the blame at the door of the intelligence agencies, which they said had failed spectacularly in allowing a handful of gunmen to slip in by boat and wreak such havoc and devastation.
The Indian Express singled out Prime Minister Manmohan Singh, saying he bore "special responsibility" because he had been "partly distracted" by modernising the country's foreign policy and its economy.

WASHINGTON // The US president-elect Barack Obama named his economic team last night, tapping the New York Federal Reserve president Tim Geithner as treasury secretary to deal with “an economic crisis of historic proportions”.
At a news conference 57 days before his inauguration, Mr Obama also said Lawrence Summers would be director of his National Economic Council.
Mr Summers was treasury secretary under the former president Bill Clinton and a former president of Harvard University.
Mr Obama said that recent news “has made it even more clear that we are facing an economic crisis of historic proportions”.
Offering a grim prediction, he added, “Most experts now believe that we could lose millions of jobs next year”.
He said his newly named economic team offered “sound judgment and fresh thinking” at a time of economic peril. Mr Obama stepped to the microphones one day after his aides urged the incoming Democratic-controlled Congress to work with unusual speed in passing an economic stimulus package.
Some lawmakers have said a measure in the range of $700 billion over two years may be passed, in hopes of achieving the president-elect’s goal of securing 2.5 million jobs. Mr Obama takes the oath of office on Jan 20 as the nation’s 44th president, and will confront economic difficulties as great as any since the Great Depression in the 1930s.
“The economy is likely to get worse before it gets better,” he said in a downbeat forecast. At the same time, he expressed confidence the nation would weather the crisis “because we’ve done it before”.
He called on Congress to start work on an aggressive plan when it is sworn in January, so that his administration can, as he put it, “hit the ground running”.
Mr Obama pledged to honour the commitments the outgoing Bush administration has made to rescue financial markets.
Mr Obama wants action that will stabilise the financial system and get credit flowing, as well as create jobs in areas including rebuilding infrastructure and creating clean energy.

The re-entry capsule of the Shenzhou VII spacecraft floated down by parachute and landed on the grasslands of northern China at 5:37 p.m. Beijing time.

“It was a glorious mission, full of challenges, but the result is perfect,” one of the astronauts, Zhai Zhigang, said after the landing, according to the state-run news media.
On Saturday afternoon, Mr. Zhai completed the nation’s first spacewalk, floating above an orbital module and waving a small Chinese flag.
China called the mission, its third manned space launch, a complete success and a “major breakthrough” for the country’s space program.
The government has said it hopes to establish a space station and eventually make a moon landing.
Beijing sees the space program as a major yardstick of the country’s economic and technological development, and also a means to strengthening the country’s image at home and abroad.
China, which has spent billions of dollars building up its space program over the past decade, is only the third country, after Russia and the United States, to send humans into space with its own spaceship.

Police in northern China have arrested 27 people in their probe into tainted milk that has sickened 53,000 children and soiled China's reputation abroad, state media reported Tuesday.
The 27 are among 36 detained since authorities in Hebei province began investigating Sanlu Group, the company at the centre of the scandal, earlier this month.
The investigation followed the discovery that the industrial chemical melamine, which is normally used to make plastics, had been added to Sanlu powdered milk.
The Xinhua news agency had reported 22 detentions by Monday, and said those arrested were involved in a network that made and sold melamine and added it to milk.
Four children so far have died after drinking milk tainted with melamine, which can make watered-down milk appear richer in protein.
According to police investigations in Hebei, where Sanlu is headquartered, melamine was produced at underground plants and sold to breeding farms and milk purchasing stations, the China Daily reported Tuesday.
The report said Chinese officials, learning that the purchasing stations were among the key links in how the contaminated milk spread, have begun a national campaign to overhaul the system.
A total of 31 provinces have set up special task forces to supervise the purchasing centres and implement more standardised practices, according to the newspaper.
Milk purchasing centres only began operating in recent years, and the government has not yet set up a specific department to supervise them, it said, explaining how the illegal practices could occur.
The newspaper cited the agriculture ministry as saying melamine was most probably mixed with milk at the stations.
"We will resolutely put an end to the practice of adding melamine to fresh milk," Agriculture Minister Sun Zhengcai said in an interview with the People's Daily, which was posted on the paper's website.
"We will carefully monitor the production, sale and processing of fresh milk," Sun was quoted as saying.
Chinese officials have struggled in recent days to contain the fallout from the scandal as a growing range of China-made products have been pulled off shelves across the world.
South Korea's food watchdog said Tuesday that two more snacks imported from China were contaminated with the toxic chemical melamine, bringing the number of tainted brands discovered locally to six.
The products are Ritz Cracker Sandwiches Cheese, produced by Nabisco Food Suzhou Co, and Savory Rice Crackers from Danyang Day Bright Foods Co, said the Korea Food and Drug Administration.
Traces of melamine were previously detected in "Misarang Custard" and "Misarang Coconut" cakes, which were manufactured in China and sold by South Korea's Haitai Confectionery and Food Co.
The two other brands are Milk Rusk biscuits and Vegetable Creamer.
The South Korean agency has been inspecting 428 brands of imported food. It has completed checks on 186 items and found six contaminated with the chemical.
All six brands have been recalled, it said.
British sweet maker Cadbury said Monday it had found traces of melamine in chocolates made at its Beijing factory, and ordered a recall of those products in Hong Kong, Taiwan and Australia.
The 11 brands recalled include Cadbury Eclairs and bulk packets of Dairy Milk chocolate, the company said earlier.
Indonesia's food supervisory agency said over the weekend that it discovered some 16 Chinese-made diary products contained melamine, adding that all those products -- including well-known brands such as Snickers and M&M's chocolates -- would be immediately destroyed.
Mars said it was "extremely surprised" by that decision, insisting other tests had cleared its products of contamination.
More than a dozen Asian and African countries, plus the 27-member European Union, have taken steps to ban or limit consumption of products containing Chinese dairy.
The crisis is among the most serious in a litany of product-safety scandals emerging from China's chaotic and corrupt manufacturing industries in recent years, emerging as the nation has grown into a global trading power.
Besides the toll in mainland China, five children in Hong Kong, one in Macau, and four people in Taiwan have reportedly developed kidney stones after consuming tainted Chinese products.

The list of companies facing potential recalls grew Friday as reports of foods tainted with the industrial chemical melamine, which has been blamed in the deaths of four Chinese infants, spread to a widening range of products.
Food companies around the globe are rushing to assess their products and in some cases setting new strategies to prevent problems.
"We have to think about any processed food with milk or protein in it," said James Rice, a food industry veteran who is now China country manager for Tyson Foods Inc., the world's largest meat processor.
While his company is not affected, for others "that includes biscuits, cake mix, energy bars, anything that should have protein in it," he said.
Many food companies already were taking special precautions before Chinese milk suppliers were found to be adding melamine to watered-down milk to boost its apparent protein content. The chemical, which is high in nitrogen, can fool tests aimed at verifying protein levels. The compromised dairy products are blamed for sickening 54,000 children.
Some companies learned the need for extra diligence in China the hard way, during a spate of scandals last year from unsafe foods and toothpaste to melamine-laced ingredients in pet food.
But many continued to disregard the risks, said Jeremy Haft, a businessman who runs factories in China in a variety of industries, including medical products, clothing and building supplies.
"I don't think much was learned from the recalls of a year ago," said Haft, who has written of his experiences in a book, "All the Tea in China."
Tokyo-headquartered Lotte Group, a major snack maker, got caught up in the storm Friday after its popular chocolate-filled Koala cookies were recalled in Hong Kong and Macau because of melamine contamination.
Packages of the cookies, still on sale in Shanghai, list whole milk powder as an ingredient.
"We will look deeply into all the details of the manufacturing process," said Kayh Kim, manager of Lotte China Food's planning department in Beijing. "We really don't want to lose our customers' confidence."
In Tokyo, a company spokeswoman said Lotte products sold in Japan are not made with Chinese dairy ingredients.
Meanwhile, the Shanghai-based maker of White Rabbit, a popular vanilla-flavored toffee, said it stopped domestic sales after the Hong Kong government's Center for Food Safety said the candy contained more than six times the legal limit of melamine.
That followed White Rabbit recalls in Britain, Singapore, New Zealand and Australia.
When rumors of melamine-related recalls of Oreos and other sweets spread by phone text messages and on the Internet earlier this week, Kraft Foods Inc. hastened to reassure customers that none of its Oreo-brand products contain milk powder from China.
Oreo fillings contain no milk, while Oreo cookies with icing on them use milk powder from Australia, it said. "Regardless of where they are produced, Kraft products are always held to the highest quality and safety standards," the company said.
As they expand operations in China, targeting its potential market of 1.3 billion people, many foreign-brand food companies still rely heavily on local partners for quality control, experts say.
New Zealand's dairy cooperative Fonterra discovered the implications when its local partner, Sanlu Group Co., failed to take quick action after Chinese doctors reported that babies drinking its infant formula were developing kidney stones.
"The problem was that Fonterra, right from the start, had no control over what was going on," said Bruce McLaughlin, CEO of Sinogie Consulting in Shanghai, which conducts market research and investigations.
"The most important thing is that if you're going to make an investment and have your name tied up with it, you have to have control over what's going on," McLaughlin said.
For some, that may mean going it alone.
Chocolate maker Barry Callebaut, the world's leading producer of cocoa, chocolate and confectionary products, set up its own factory west of Shanghai earlier this year. The quality control staff report directly to the Swiss company's CEO.
The factory is testing milk products from all local suppliers, setting aside any from domestic sources until it is confirmed safe, said Gaby Tschofen, the company's vice president for corporate communications.
A decision by Japanese beer maker Asahi Breweries Ltd. to set up its own dairy farm in China is proving fortuitous: the company's milk, which went on sale only this month, is selling fast amid the melamine scare.
Asahi Green Source Farm, a venture with fellow Japanese companies Itochu Corp. and Sumitomo Corp., is stocked with more than 1,000 dairy cows from Australia and New Zealand, said Chen Na, a marketing department staffer.
"We already realized the importance of the source of raw milk, since it's easy for trouble to crop up in a booming market, and we have made every effort to control the manufacturing process for liquid milk production," she said. "Better safe than sorry."

The Rock and Roll Hall of Fame is going on the road to New York
NEW YORK - The Rock and Roll Hall of Fame is going on the road to New York — the city that spawned hip-hop and gave Bob Dylan and the Ramones their start.
Mayor Michael Bloomberg was expected to announce Wednesday that the Cleveland-based museum is opening an annex in downtown Manhattan. It is the first of several planned outposts that will take its collection of artifacts to a wider audience, possibly as far as the Middle East.
Billy Joel and Clive Davis were expected to join the mayor at the location in SoHo.
The 25,000-square-foot annex will house Bruce Springsteen's 1957 Chevy and will feature a number of different exhibits, including one with New York City sites that have musical significance.
Museum officials are counting on the branches to provide new revenue streams, attract more philanthropy dollars and entice more people to visit the hall of fame in Cleveland.
Another annex being planned for Las Vegas will be located on or near the Strip and will be less focused on rock artifacts and more entertainment oriented, according to Terry Stewart, president and CEO of the rock museum. A city has not been selected for the proposed Middle East branch.
The annexes mark the museum's first effort to build a presence outside of Cleveland. The concept follows a trend set by other museums like the Guggenheim and the Louvre, and comes in a year when the hall has announced some notable changes, including a major interior renovation of its lakefront museum and the return of the induction ceremony to Cleveland in 2009 after more than a decade-long absence.
The New York annex will be open for a minimum of two years, longer if it proves successful. It's backed financially by Running Subway Productions, a New York-based entertainment company known for "Bodies ... The Exhibition" and the Broadway production of "How the Grinch Stole Christmas!"
Among the planned exhibits is "New York Rocks," which is dedicated to Big Apple artists such as Joel and the Talking Heads' David Byrne. The exhibit will feature an interactive map of musically significant Manhattan locations such as Studio 54 and the landmarked Chelsea Hotel, whose guests and residents have included many famous artists and musicians including the Sex Pistols' Sid Vicious. The front awning and cash register of the recently closed club CBGB will be on display.
A number of exhibits that appeared in Cleveland will also make their way to New York, beginning with the museum's look at the Clash.
Other exhibits will give visitors a sample of the hall's collection and prod visitors to either visit the main museum or provide philanthropic support.
For the most part, the rock hall's induction ceremonies are held in New York City.
Attendance at the rock hall was 451,000 in 2007, up 8 percent from 2006, but still way down from the 872,700 who visited in 1996, its first full year in operation.
Admission at the New York annex will be $26 for adults. The Cleveland museum charges $22 for adult admission.
